Strategic Integration of Artificial Intelligence in the C-Suite: The Role of the Chief AI Officer

Marc Schmitt

The integration of Artificial Intelligence (AI) into corporate strategy has become critical for organizations seeking to maintain competitive advantage in the digital age. Although organizations increasingly rely on AI as a strategic and organizational resource, existing C-suite roles remain only partially equipped to govern, integrate, and leverage it coherently at the enterprise level. Organizations vary in their responses. Some create a dedicated Chief AI Officer (CAIO), others extend existing mandates into hybrid roles, and still others coordinate AI through federated structures. This paper develops a role-design theory to explain this variation. I identify three properties that distinguish AI systems from earlier cross-cutting enterprise technologies, distributed accountability for judgment, upstream governance, and non-stationarity, and three configurations through which organizations respond: concentrated extension, distributed extension, and role creation. Four propositions specify when a dedicated CAIO emerges, what form an organization's response takes, when the role is effective, and how configurations evolve. Drawing on the first archival census of executive AI leadership, I find that the role has diffused sharply since 2023, that role creation and mandate extension are advancing in near parity, that adoption concentrates where digital leadership structures already exist, and that executive tenures contradict practitioner accounts of a transient role. The paper contributes to research on executive leadership, AI governance, and the design of AI-driven organizations.

Implicit Minor Detection from Multi-Turn Dialogue in High-Risk AI Interactions: A Constrained Self-Evolving LLM Harness

Xiaohan Zhang, Ying Zhao, Ruilin Guo, Xuanyuan Yu, Kaibo Huang, Yukun Wei, Zhongliang Yang, Linna Zhou

In high-risk text interactions, a system may need to estimate whether the current speaker is likely to be a minor before applying age-conditioned safeguards. Many text-based dialogue systems lack strong identity signals such as account information, verified identity, facial data, or device data, and must rely on weak cues that emerge across multiple turns. We formulate implicit minor detection under weak identity information as a high-risk user-attribute inference task and propose a constrained framework comprising a large language model, a Harness, and a Maker-Checker protocol. The framework controls when inference is invoked, requires structured dialogue-linked evidence, and subjects validation-selected Harness revisions to version-level review. On a controlled Chinese benchmark comprising 8,328 multi-turn dialogues, our method improves average precision and minor-class F1 by 7.60 and 6.37 percentage points, respectively, over direct inference using the same LLM family.

The Evolution and 'Chineseness' of Urban Screens in China: From Propaganda Posters to Smart City Interfaces

Wuwu Ran

Urban screens have become a global feature of the media city, yet their developmental paths are not universal. This paper argues that the evolution of urban screens in China constitutes a distinct paradigm of media urbanism, termed Chineseness, understood here not as cultural essence but as a relational, historically situated configuration of three linked elements: deep-rooted lineages of public communication; state-steered technological leapfrogging driven by industrial policy and mega-events; and a regulatory paradox that enables spectacular scale while tightening operational control. Drawing on a five-stage genealogy (1990-present), a chronology of representative screens, and five paradigmatic cases, the study shows how this configuration produces temporal-spatial compression, the coexistence of multiple technological generations, and privileges collective witnessing over device-centric interactivity. The paper contributes a documented genealogy of Chinese urban screens, develops temporal-spatial compression and collective witnessing as analytical tools for non-Western media ecologies, and positions Chineseness as a globally relevant alternative to market-led models of media architecture.

Synthetic Child-Adult Interactions Are Not Developmentally Plausible

Bastian Bunzeck, Francesca Padovani

Synthetic data has become a common resource for training language models, and this trend has spilled over into research on developmentally plausible language modeling. However, it remains unclear whether LM-generated child-adult interactions actually resemble natural ones. We compare the synthetic TinyDialogues dataset to natural dialogue across a broad range of linguistic measures. While synthetic data matches natural data on the lexical level, it drastically underestimates the messy, fragmented nature of spoken interaction. To mitigate this, we propose instruction-tuning with data created from real dialogues, and show in a pilot study that a small model approximates the statistical tendencies of natural data after moderate parameter-efficient fine-tuning.

Safe by Benchmark, Unsafe in Practice: Lessons from 1331 Child-Related AI Incidents

Junfeng Jiao, Kevin Chen, Shrestha Mishra, Abhejay Murali, David Atkinson, Shriti Raj, Saleh Afroogh

AI systems are increasingly present in children's everyday environments: education, entertainment, social networks, and toys. Their safety is typically assessed at the model level, through benchmarks, red-teaming, and content filtering. However, most AI harm taxonomies lack child-specific evidence and under-specify developmental harm and the stakeholder asymmetries unique to minors. Building on prior taxonomies, we construct a child-centered harm taxonomy mapped to sociotechnical failure modes. We curate and code 1331 publicly reported child-related AI incidents, annotating internal and external harm types and the failure mode implicated in each incident. Our analysis reveals which harms are most prevalent in public reporting, how individual-level and population-level harms relate, and which failures are most often coded alongside harm. We find that harm concentrates in representational, dignity-related, and psychological categories, and co-occurs most often with deployment-context, governance, and misuse failures rather than model defects. Harm to an individual child is also frequently linked to population-level harm, reaching children who never interacted with the system. These findings suggest that model-level evaluations, while necessary, cannot by themselves anticipate the harm pathways most often documented for children. We conclude with actionable implications emphasizing mitigations beyond model-level safeguards such as content filtering: age assurance, consent verification for depiction, safety-by-design UX constraints, incident disclosure norms, and auditing regimes targeting developmental risk. Privacy-minimized annotations, a codebook, and documentation are available at https://github.com/The-Responsible-AI-Initiative/KidAID.

New Terms, New Toxicity: Consensus-based Chinese Neologism Toxicity Detection via Search-Augmented LLMs

Neologisms, emerging terms in meaning or form, can serve as new vehicles for toxic expression, like “田园女” (“country girl”) as a stigmatizing label targeting feminism. Such toxic neologisms appear benign but have evolved into toxic usage in public consensus, posing challenges to moderation systems and remaining underexplored. In this paper, we investigate how to detect implicit toxicity expressed via neologisms. We first propose a taxonomy that captures the origins and consensus-verification criteria of toxic neologisms, followed by the construction of a lexicon spanning widely observed risk categories. To capture toxicity grounded in public consensus, we introduce SeTox, a search-augmented framework that enables static large language models (LLMs) to incorporate real-time web context for neologism toxicity detection. Experiments show that SeTox, even with 3B-scale models, outperforms recent large-scale models, demonstrating its scalability to incorporate real-world knowledge for toxic neologism detection. CSRP: Chain-of-Thought Reasoning for Chinese Text Correction via Reinforcement Learning with Efficiency-Aware Rewards

Wei Tian, Yuhao Zhou, Man Lan

Large Language Model (LLM) based Chinese Grammatical Error Correction (CGEC) systems face two critical challenges: general-purpose models lack specialized linguistic priors for subtle grammatical distinctions, and Supervised Fine-Tuning (SFT) with Maximum Likelihood Estimation fails to optimize for precision-focused metrics, leading to systematic over-correction. We propose CSRP, a three-stage framework that progressively builds correction capability through Continual Pre-training (CPT) on 5.9M balanced samples to internalize domain knowledge, Chain-of-Thought SFT with explicit error reasoning for diagnostic transparency, and Group Relative Policy Optimization with a novel Efficiency-Aware Reward that explicitly penalizes unnecessary edits. On the NACGEC benchmark, CSRP achieves state-of-the-art performance with 50.99 F_{0.5} and 57.17 precision, substantially outperforming previous best results while effectively mitigating the over-correction bias inherent in MLE-trained models. Our method also advances CSCD spelling correction to 59.61 F1, surpassing GPT-4 by 5.20 points. Comprehensive ablation studies demonstrate that the RL alignment stage contributes a 8% relative gain over the SFT baseline, and that this gain is orthogonal to the contribution of large-scale CPT, validating that explicit optimization for edit efficiency is essential for high-quality grammatical error correction. Our code is available at https://github.com/TW-NLP/ChineseErrorCorrector.

TaxPraBen: A Scalable Benchmark for Structured Evaluation of LLMs in Chinese Real-World Tax Practice

Gang Hu Yunnan University, Yating Chen, Haiyan Ding Yunnan University, Wang Gao, Huang Jiajia NanJing Audit University, Min Peng Wuhan University, Qianqian Xie Wuhan University, Kun Yue Yunnan University

While Large Language Models (LLMs) excel in various general domains, they exhibit notable gaps in the highly specialized, knowledge-intensive, and legally regulated Chinese tax domain. Consequently, while tax-related benchmarks are gaining attention, many focus on isolated NLP tasks, neglecting real-world practical capabilities. To address this issue, we introduce TaxPraBen, the first dedicated benchmark for Chinese taxation practice. It combines 10 traditional application tasks, along with 3 pioneering real-world scenarios: tax risk prevention, tax inspection analysis, and tax strategy planning, sourced from 14 datasets totaling 7.3K instances. TaxPraBen features a scalable structured evaluation paradigm designed through process of “structured parsing—field alignment extraction—numerical and textual matching”, enabling end-to-end tax practice assessment while being extensible to other domains. We evaluate 19 LLMs based on Bloom’s taxonomy. The results indicate significant performance disparities: all closed-source large-parameter LLMs excel, and Chinese LLMs like Qwen2.5 generally exceed multilingual LLMs, while the YaYi2 LLM, fine-tuned with some tax data, shows only limited improvement. TaxPraBen[https://anonymous.4open.science/r/TaxPraBen/] serves as a vital resource for advancing evaluations of LLMs in practical applications.

CEDAR: A Chinese Evaluation Dataset for Computational Argumentation

Tian Lan, Jiang Li, Rong Yan Inner Mongolia University, Feilong Bao, Weihua Wang Inner Mongolia University, Guanglai Gao Inner Mongolia University, Xiangdong Su Inner Mongolia University

Computational argumentation has received increasing attention in recent years. However, existing debate datasets neglect some important labels for argument mining, generation, and evaluation. Meanwhile, the lack of comprehensively annotated Chinese oral debate datasets hinders progress in this field. To address these gaps, we introduce a comprehensive Chinese Evaluation Dataset for Computational Argumentation, named CEDAR. Compared to previous datasets, CEDAR includes the essential labels of computational argumentation (claim, stance, evidence) and five additional crucial labels: rhetorical figures, debater roles, modal words, utterance time, and debate results. Moreover, it offers complete transcripts of each debate, including speeches from the Pro and Con sides. Thus, the proposed CEDAR not only supports common argument mining and generation tasks, but also provides resources for rhetorical figure detection, argument quality evaluation, and debate result prediction. This dataset covers 600 debates about 318 topics from Chinese debate competitions. Besides providing a dataset for research, we conduct experiments on common computational argument tasks and a novel task (rhetorical figure detection), in which we also evaluate LLMs. The experimental results highlight the challenging nature of the dataset. Our corpus is available at https://github.com/VelikayaScarlet/CEDAR.

Thesis Proposal: An Explainable Multimodal Framework for Detecting Harmful Content in Code-Switched Children’s Media

Juliana Isabelle A. Guillermo, Jasper Kyle Catapang Tokyo University of Foreign Studies, Nathaniel Oco De La Salle University

Current automated content moderation systems fail to protect children from harmful YouTube content, particularly in under-resourced, code-switched settings. These systems are often text-only, English-centric, and operate as ’black boxes,’ lacking the multimodal understanding and transparency needed for effective moderation. This thesis proposes a novel hybrid framework for the explainable multimodal detection of harmful content in videos with code-switching. The proposed framework integrates a fine-tuned classifier for accurate, scalable detection with an LLM-powered module that synthesizes the classifier’s internal evidential signals (e.g., text attention and visual heat maps) to generate faithful, human-readable rationales for each decision. As a primary case study, the framework will be developed and validated on an English–Filipino code-switched dataset. Expected contributions include a new dataset publicly available under controlled access (de-identified transcripts, blacked-out frames, extracted feature representations, and metadata via data-sharing agreement) and a blueprint for building more equitable, transparent, and trustworthy AI safety systems.

Decoupled DiLoCo for Resilient Distributed Pre-training

Arthur Douillard, Keith Rush, Yani Donchev, Zachary Charles, Nova Fallen, Ayush Dubey, Ionel Gog, Josef Dean 等 17 位作者

Modern large-scale language model pre-training relies heavily on the single program multiple data (SPMD) paradigm, which requires tight coupling across accelerators. Due to this coupling, transient slowdowns, hardware failures, and synchronization overhead stall the entire computation, wasting significant compute time at scale. While recent distributed methods like DiLoCo reduced communication bandwidth, they remained fundamentally synchronous and vulnerable to these system stalls. To address this, we introduce Decoupled DiLoCo, an evolution of the DiLoCo framework designed to break the lock-step synchronization barrier and go beyond SPMD to maximize training goodput. Decoupled DiLoCo partitions compute across multiple independent ``learners'' that execute local inner optimization steps. These learners asynchronously communicate parameter fragments to a central synchronizer, which circumvents failed or straggling learners by aggregating updates using a minimum quorum, an adaptive grace window, and dynamic token-weighted merging. Inspired by ``chaos engineering'', we achieve significantly improved training efficiency in failure-prone environments with millions of simulated chips with strictly zero global downtime, while maintaining competitive model performance across text and vision tasks, for both dense and mixture-of-expert architectures.

Gemini 1.5: Unlocking multimodal understanding across millions of tokens of context

Gemini Team, Petko Georgiev, Ving Ian Lei, Ryan Burnell, Libin Bai, Anmol Gulati, Garrett Tanzer, Damien Vincent 等 1137 位作者

In this report, we introduce the Gemini 1.5 family of models, representing the next generation of highly compute-efficient multimodal models capable of recalling and reasoning over fine-grained information from millions of tokens of context, including multiple long documents and hours of video and audio. The family includes two new models: (1) an updated Gemini 1.5 Pro, which exceeds the February version on the great majority of capabilities and benchmarks; (2) Gemini 1.5 Flash, a more lightweight variant designed for efficiency with minimal regression in quality. Gemini 1.5 models achieve near-perfect recall on long-context retrieval tasks across modalities, improve the state-of-the-art in long-document QA, long-video QA and long-context ASR, and match or surpass Gemini 1.0 Ultra's state-of-the-art performance across a broad set of benchmarks. Studying the limits of Gemini 1.5's long-context ability, we find continued improvement in next-token prediction and near-perfect retrieval (>99%) up to at least 10M tokens, a generational leap over existing models such as Claude 3.0 (200k) and GPT-4 Turbo (128k). Finally, we highlight real-world use cases, such as Gemini 1.5 collaborating with professionals on completing their tasks achieving 26 to 75% time savings across 10 different job categories, as well as surprising new capabilities of large language models at the frontier; when given a grammar manual for Kalamang, a language with fewer than 200 speakers worldwide, the model learns to translate English to Kalamang at a similar level to a person who learned from the same content.

What Disease does this Patient Have? A Large-scale Open Domain Question Answering Dataset from Medical Exams

Di Jin, Eileen Pan, Nassim Oufattole, Wei-Hung Weng, Hanyi Fang, Peter Szolovits

Open domain question answering (OpenQA) tasks have been recently attracting more and more attention from the natural language processing (NLP) community. In this work, we present the first free-form multiple-choice OpenQA dataset for solving medical problems, MedQA, collected from the professional medical board exams. It covers three languages: English, simplified Chinese, and traditional Chinese, and contains 12,723, 34,251, and 14,123 questions for the three languages, respectively. We implement both rule-based and popular neural methods by sequentially combining a document retriever and a machine comprehension model. Through experiments, we find that even the current best method can only achieve 36.7\%, 42.0\%, and 70.1\% of test accuracy on the English, traditional Chinese, and simplified Chinese questions, respectively. We expect MedQA to present great challenges to existing OpenQA systems and hope that it can serve as a platform to promote much stronger OpenQA models from the NLP community in the future.
